1943, un tournant pour l’Aktion Übersetzung ? Otto Abetz et l’organisation des traductions de l’allemand

Résumé : Notre contribution se concentre sur le rôle d’Otto Abetz, ambassadeur d’Allemagne à Paris, dans l’organisation des traductions de l’allemand en français, notamment dans le programme qu’il avait initié dès janvier 1941 sous le nom d’Aktion Übersetzung. Davantage que la presse que les Français savaient étroitement surveillée, c’est le livre qui était aux yeux d’Abetz le média à privilégier pour qui voulait gagner l’adhésion du peuple français à la politique du Reich. Assisté du directeur de l’Institut allemand, Karl Epting, et d’un Comité de traduction franco-allemand, Abetz fit établir une liste de près de 500 ouvrages dont la moitié auraient effectivement été traduits jusqu’au milieu de l’année 1943, contre environ 300 ouvrages traduits pour l’ensemble de la période de l’Occupation. L’Aktion Übersetzung aurait donc connu un net ralentissement entre 1942 et 1943, lequel coïncida avec le rappel temporaire à Berlin, de Karl Epting suivi par celui d’Otto Abetz, sous le feu des critiques de la Propaganda-Abteilung parisienne comme de son propre ministre de tutelle, Joachim von Ribbentrop. Dans quelle mesure cette situation conflictuelle eut-elle des conséquences sur la politique culturelle menée à Paris, notamment en matière de traductions ? Dans un premier temps, nous établirons le bilan bibliométrique des traductions de l’allemand parues en 1943 (et donc préparées en 1941-1942, sous la houlette d’Abetz) ; dans un deuxième temps, nous mettrons l’accent sur la traduction de quelques ouvrages ou auteurs « non désirés » ou peu appréciés par Berlin. Ce double bilan confirmera la divergence de vues entre Paris et Berlin : il n’y aurait donc pas eu une, mais des politiques allemandes en matière de traduction ou, pour le moins, un infléchissement de la stratégie entre 1942 et 1943.

Abstract : This contribution discusses the role played by Otto Abetz, the German ambassador to Paris, in organizing translations from German into French, particularly in the program launched as early as January 1941 under the name Aktion Übersetzung. Rather than focusing on the press, which the French knew was under close surveillance, Abetz favoured books as the prime medium for swaying the French people in favour of the Reich’s policies. With the help of Karl Epting, the head of the German Institute, and a Franco-German translation committee, Abetz drew up a list comprising nearly 500 works. It is estimated that half of these had been translated by mid-1943, out of around 300 translated books for the entire period of the Nazi occupation of France. It may therefore be surmised that the Aktion Übersetzung floundered between 1942 and 1943, a moment when Karl Epting was temporarily called back to Berlin, only to be followed by Otto Abetz. The latter was then the butt of criticism from both the Propaganda-Abteilung in Paris and Joachim von Ribbentrop, the minister who had direct authority over him. To what extent did such a tense situation bear on the cultural policy led in Paris at that juncture, particularly regarding translations ? My answer to this question will be twofold. First, I will present a bibliometric report of all translations from German published in 1943 (which were, presumably, prepared in 1941-1942, under the aegis of Abetz). Then, I will address the translations of certain “unsuitable” books or authors which Berlin disapproved of. This cross perspective will confirm the existence of diverging views between Paris and Berlin, proving that instead of just one, there may have been several German policies with regards to translation, or at least a shift in strategy between 1942 and 1943.
